Re: Promotion Procedures for Joint appointments

RESOLVED: The following amendments shall be made to Senate Document 01-09R, Promotion Procedures at Purdue University Calumet (approved 01/15/03), to be effective Fall Semester, 2005.
Joint Appointments
The primary committee shall consist of at least five tenured associate and/or tenured professors, depending on the candidate’s rank with two voting members from each of the two departments in which the joint appointment is held and the remaining member(s) determined jointly by the heads of the two departments to which the candidate has been appointed and in consultation with the candidate.
The Heads of the candidate’s two academic departments shall co-chair the committee without vote except in the following circumstances: one or both of the Heads are untenured, one or both of the Heads are serving (with or without vote) on both the area committee and the University Committee on Promotions or one of the Heads is the candidate. In this case the Head(s) who fall(s) into either of these circumstances shall not be a member(s) of the primary committee, the committee shall elect one or both the co-chair{s) from among its voting members and that chair(s) shall be allowed to vote.
The procedure for selecting voting members of the committee shall be determined by the faculty of each academic unit. Voting members may come from outside an academic unit if there are insufficient numbers within the unit. Committee members with vote may only consider candidates for promotion to a rank equal to or below their own.
Area Committee
1. Area Committee for appointments in a single department and for Joint appointments within the same school
There shall be at least five voting members of the Area Committee, all of them tenured associate or full professors, depending on the rank of the candidate. At least one member from each of the departments in which the candidate has an appointment should be a member of the committee. The remaining member(s) should be determined jointly by the heads of the two departments to which the candidate has been appointed and the dean, and in consultation with the candidate.
The Dean shall chair the area committee without vote. The procedure for selecting voting members of the committee shall be determined by the faculty of each school.
2. Area Committee for joint appointments involving departments in two different schools.
The Area Committee for Joint Appointments involving departments in two different schools shall consist of at least five voting members, all tenured associate or full professors (depending on the rank of the candidate), representing the schools involved in the joint appointment. There shall be two voting members from each of these schools, with at least one of these members coming from each of the two departments in which the faculty member has a joint appointment. The remaining member(s) should be determined jointly by the deans of the two schools to which the candidate has been appointed and in consultation with the candidate.
In the case of joint appointments involving two schools, the evaluation will be forwarded to the Deans of the two schools involved with the joint appointment, along with a separate evaluation by the Department Head of each of the two Departments in which the joint appointment is housed. The committee co-chairs will meet with the candidate as soon as possible after the vote of the primary committee to inform the candidate of the recommendations of both the Heads or co-chairs and the committee.
V. Procedure. Paragraphs 2 and 3. The words Head and Dean should be made plural and chair should be revised to read co-chairs.
Rationale:
Changes to this document provide for joint appointments within and between schools. The major changes relate to the make-up of the primary and area committees.
The intent of the Faculty Affairs Committee in making these changes is (1) to provide for representation of each of the departments/schools in which the joint appointment is made and (2) to provide the candidate and/or departments/schools in which the candidate has an appointment with the opportunity to weight the vote of one department/school over another if s/he so chooses by allowing one of the departments/schools to have more representation than the other.
Minor changes have been made (1) to provide for co-chairs rather than a chair and (2) to pluralize the Heads and Deans involved in joint appointments.
