Creation of new course, MUS 290 Special Topics in Music

                                      (Class 1 - 3, Lab 0, Credit 1 - 3)

Justification:  The addition of this course, focusing on special topics in music, will improve options for students in any discipline as well as improve the various communication options.  This course will make available a general topics course in Music at the 200 level.
