GOVERNANCE STRUCTURE FOR TEACHER EDUCATION PROGRAMS AT PURDUE UNIVERSITY CALUMET

[Supercedes Chancellor's Memorandum No. A-178, dated August 29, 1988]

This memorandum establishes a new governance structure for Teacher Education Programs at Purdue University Calumet (PUC) which complies with the National Association for Accreditation of Teacher Education (NCATE) 2000 Standards.

The NCATE 2000 Standards call for a clearly defined 'Unit' within the institution which has the responsibility to ensure that all programs offered for the initial and continuing preparation of teachers and other school personnel, regardless of where these programs are administratively housed, conform to NCATE standards.

The Unit at Purdue University Calumet is the School of Education (SOE). The Head of the School of Education is chief administrator of the Unit and its programs, and has the authority and responsibility for maintaining adequate financial, physical, and staffing support for the preparation of candidates in the teacher education programs to meet institutional, professional and state standards. A Teacher Education Advisory Council (TEAC) is hereby established to assist the Unit in managing and coordinating all teacher education programs.

The three principal functions of the TEAC are to monitor and make recommendations to the Head of the SOE on:

1. The structure and operation of governance for Teacher Education Programs at PUC,

2. Resource needs of academic units offering teacher education programs, including the SOE,

3. Enhancing the coordination of secondary education programs between the academic departments offering them and the Unit.

The TEAC will meet regularly during the academic year (no less than two times each semester). TEAC membership will consist of the deans and department heads of schools with initial teacher education programs. These currently include: the Dean of the School of Liberal Arts and Social Sciences, the Dean of the School of Engineering, Mathematics and Science and the Heads of the Departments of Biological Sciences; Chemistry and Physics; English and Philosophy; Foreign Languages and Literatures; History and Political Science; Mathematics, Computer Science and Statistics. The Chair of Initial Teacher Preparation of the SOE will serve on the Council without vote. The Chair of the Advisory Council will be elected yearly by a majority vote of its members.

The Advisory Council will collect feedback annually on teacher education governance from the School, University, and the P-12 educational communities. By March 1st of each year, the Advisory Council Chair will transmit a report on the "health" of Unit governance, including any recommendations, to the SOE Head. The Head, in consultation with the SOE Administrative Advisory Team, will consider and implement appropriate changes in a timely fashion.
